Mint Error. 

Interesting double-strike or perhaps casting error. Almost looks like the coin was cast and the reverse was off-set, leaving the edge of the next coin. Similar to the Riga issues of Christina of Sweden. If this is the case than the coin is a Balkan imitative issue. An interesting piece!
